The gold standard of the rankings, however, is provided by the American Legislative Exchange Council in its annual Rich States, Poor States (RSPS) publication. This ranking is the most exhaustive and economically rigorous of all the rankings, so it is no coincidence that the average ranking in the adjacent table is equivalent to the RSPS results.
